Explanation of Your Bill for Bijou Telephone & Internet Services
This page includes an explanation of the taxes and fees you will see on your monthly bill. The example bill featured is a sample of the first bill you will see and includes pro-rated service charges and one-time fees.
Telephone Service Charges
PRORATED LOCAL SERVICE CHARGES
On your first bill, you will see charges for the current month of service just completed and upcoming month’s charges. Future bills will charge for the upcoming month only.
9-1-1 CHARGE
A state/local government charge to fund emergency 911 services, such as fire and rescue.
CO TELECOMMUNICATIONS RELAY SERVICE FUND
A surcharge that helps fund a free service to provide full telephone access to people who are deaf, hard of hearing, deaf-blind, or speech-disabled.
EXCHANGE ACCESS
A fee that you pay to your local phone company that connects you to the telephone network. Local telephone companies recover some of the costs of telephone lines connected to your home or business through this monthly charge on your local telephone bill.
LINE MAINTENANCE
A monthly fee to repair customer owned wiring beyond telco demarcation point. Does not include installation of new jacks. Only covers repair of existing jacks and lines when feasible.
LOCAL SERVICE
A monthly subscription fee for local telephone service.

CENTRAL OFFICE WIRING
A one-time fee for provisioning/activation of Central Office equipment to provide your service.
MEMBERSHIP FEE
A one-time fee to activate your cooperative membership.
SERVICE ORDER ESTABLISH
A one-time fee for creating the service order to provide/change service.
Taxes, Surcharges & Fees
CO UNIVERSAL SERVICE CHRG
The Colorado Universal Service Charge is applied as a percentage of your local telephone service charge and intrastate long-distance toll charges mandated by the Colorado Corporation Commission. It ensures all customers in rural high-cost areas of the state have access to affordable service. This charge supports the Colorado Universal Service Fund (CUSF).
FED UNIVERSAL SERVICE CHARGE
The Federal Universal Service Charge is like the Universal Service Charge for local service, except this fee is applied as a percentage of your local telephone service fee, and interstate and international long-distance toll charges. This charge is mandated by the Federal Communications Commission (FCC).
Internet Service Charges
PRORATED INTERNET SERVICE CHARGES
On your first bill, you will see charges for the current month of service just completed and upcoming month’s charges. Future bills will charge only for the upcoming month.

DSL/FIBER INSTALLATION CHARGE
This is a one-time installation fee for installation of your Internet services and equipment.
